SHORT DESCRIPTION: Proposal to Modify the Horse Hollow Generation Tie RAS

LONG DESCRIPTION: ERCOT received a proposal from Nextera to modify the existing Horse Hollow Generation Tie (HHGT) Remedial Action Scheme (RAS). The proposal modifies both the RAS monitoring element and RAS action. Reliability issue HHGT RAS addresses remains the same which is the high wind generation in the area causing thermal overloads under certain contingency conditions.
The proposed modification to the Horse Hollow Generation Tie RAS is being reviewed by ERCOT. Per Nodal Operating Guide Section 11.2.(4)(a), ERCOT is issuing a Market Notice describing the proposal within five Business Days of receipt, and inviting submission of Market Participant comments. Details of the RAS modification can be found on the MIS Secure page at Submitted Remedial Action Schemes (RASs) and Constraint Management Plans (CMPs) (EMIL ID NP3-614-M, Report ID 11419).
ACTION REQUIRED: Comments to this proposal are due to ERCOT by 5:00pm on May 21, 2026 using the attached form.
ADDITIONAL INFORMATION: ERCOT has posted the RAS proposal submission on the secure Market Information System (MIS) Transmission page under the Grid section titled the Submitted Remedial Action Schemes (RASs) and Constraint Management Plans (CMPs) report (EMIL ID NP3-614-M, Report ID 11419). Current approved RAS information can be found in the secure MIS Approved Remedial Action Schemes (RASs) report (EMIL ID NP3-58-M, Report ID 11418).
This notice is also being issued to Compliance contacts for all NERC registered Transmission Owners, Generation Owners, and Distribution Providers.
