SHORT DESCRIPTION: Completion of Annual Constraint Management Plans Review

LONG DESCRIPTION: As of June 1, 2025, ERCOT will have completed its annual review of Constraint Management Plans (CMPs) which includes Remedial Action Plans (RAPs), Mitigation Plans (MPs), Pre-Contingency Action Plans (PCAPs), and Automatic Mitigation Plans (AMPs). Over 108 CMP proposals (including existing plans and new proposals) were evaluated as part of this review. Some Mitigation Plans (MPs) require further analysis and coordination with multiple TOs. ERCOT will reach out to affected TOs (AEP, GSEC, LCRA, PEC, ONCOR, and TNMP) in June to discuss the potential load ratio share.
There was one PCAP added, one PCAP converted from active to on-shelf and no RAPs added.
ERCOT is adding PCAP_2025_01 Contingency loss of CKT_974 Austrop to Daffin Gin, and adding ONSHELF PCAP_2025_02 Contingency loss of CKT_974 Austrop to Daffin Gin & CKT_1027 Dunlap to Decker, which is as a modification of PCAP_2024_03 that is being removed from active.
ERCOT is rejecting PCAP_2025_DBAKCED5_Aep and PCAP_2025_DBAKCED5_Oncor because proposed actions are insufficient to fully resolve the congestion, shift the congestion to other areas, and weaken the system by opening equipment.
PCAP_2025_WETT_Long Draw-Volta was withdrawn by the proposer after discussions with ERCOT and other affected TOs.
All approved CMPs are available in the Approved Constraint Management Plans (CMPs) (EMIL ID NP3-59-M, Report ID 13021) on the Market Information System (MIS) website. A digital certificate is needed to access the secure report.
