SHORT DESCRIPTION: Implementation details of NPRR1016, NOGRR212, PGRR076 (partial implementation), PGRR082 (partial implementation), PGRR085, and PGRR093

INTENDED AUDIENCE: All Market Participants

DAYS AFFECTED: January 1, 2022

LONG DESCRIPTION: On January 1, 2022, Protocol, Nodal Operating Guide, and Planning Guide language associated with the following revision requests will be implemented:

  • Nodal Protocol Revision Request (NPRR) 1016, Clarify Requirements for Distribution Generation Resources (DGRs) and Distribution Energy Storage Resources (DESRs);
  • Nodal Operating Guide Revision Request (NOGRR) 212, Related to NPRR1016, Clarify Requirements for Distribution Generation Resources (DGRs) and Distribution Energy Storage Resources (DESRs);
  • Planning Guide Revision Request (PGRR) 076, Improvements to Generation Resource Interconnection or Change Request (GINR) Process (only paragraph (5) of Section 5.2.2, Initiation of Generator Interconnection or Modification)
  • Planning Guide Revision Request (PGRR) 082, Revise Section 5 and Establish Small Generation Interconnection Process (except paragraph (6)(c) of Planning Guide Section 5.2.5, Duty to Update Project Information and Respond to ERCOT and TDSP Requests for Information, which will be implemented at a later date)
  • PGRR085, Dynamic Model Improvements (remainder)
  • PGRR093, Replace Inadvertent Deletions in Section 5

NPRR1016 and NOGRR212 clarify various important reliability requirements for Distribution Generation Resources (DGRs) that are seeking qualification to provide Ancillary Service(s) and/or participate in Security-Constrained Economic Dispatch (SCED).

PGRR076 makes changes to improve the Generation Resource Interconnection or Change Request (GINR) process, provide clarity, and improve cooperation among Interconnecting Entities (IEs), Transmission Service Providers (TSPs) and ERCOT.

PGRR082 creates a new interconnection process for generators and generator modifications that are less than ten MW in size; and extends the generator interconnection process to apply to distribution-connected Generation Resources and Settlement Only Generators (SOG), and clarifies the roles of ERCOT and Transmission and/or Distribution Service Providers (TDSPs) in interconnecting these generators.

The remainder of PGRR085 updates section references due to the implementation of PGRR082.

PGRR093 reinserts three requirements into the gray box language for PGRR082 that were inadvertently removed in the revisions made by PGRR082.  These three requirements are necessary to facilitate ERCOT transmission planning and Resource adequacy studies.

ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, Nodal Operating Guide Section 1.3.5, Nodal Operating Guide Revision Implementation, and Planning Guide Section 1.2.6, Planning Guide Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
