SHORT DESCRIPTION: Implementation Details of NPRR1281 and NPRR1327 (Settlement-Related)

DAYS AFFECTED: October 29, 2026

LONG DESCRIPTION: On October 29, 2026, Protocol language associated with Nodal Protocol Revision Request (NPRR) 1281, Improvements to Alternate FFSS Resource Designation, and NPRR 1327, As-Built for NPRR1281, Improvements to Alternate FFSS Resource Designation, will be implemented. The first Operating Day to utilize the Settlement-related changes for NPRR1281 and NPRR1327 will be November 15, 2026.

NPRR1281 and NPRR1327 introduce the following Settlement-related changes to the Protocols:

  • Section 3.14.5, Firm Fuel Supply Service: Automates how ERCOT determines availability data for the FFSS Hourly Rolling Equivalent Availability Factor (FFSSHREAF) calculation. ERCOT will use the Availability Plan for the primary or any approved alternate Generation Resource providing FFSS. With this automation, Qualified Scheduling Entities (QSEs) no longer need to email ERCOT when the Resource acting as the primary Generation Resource changes, although a call to the control room operator is still required.
  • Section 6.6.14.2, Firm Fuel Supply Service Hourly Standby Fee Payment and Fuel Replacement Cost Recovery: New paragraph (3) clarifies how ERCOT determines the High Sustained Limit (HSL) when a QSE submits multiple Availability Plans for alternate Generation Resources.
  • Section 8.1.1.2.1.6, Firm Fuel Supply Service Resource Qualification, Testing, Decertification, and Recertification: Revised paragraph (7) clarifies that a QSE must submit an Availability Plan only for an alternate Generation Resource that was designated in the FFSS Offer Submission Form and only when the QSE intends that Resource to replace the primary.

ACTION REQUIRED: Market Participants with shadow Settlement systems should update them for the Protocol revisions in NPRR1281 and NPRR1327 before November 15, 2026.

ADDITIONAL INFORMATION: In accordance with Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT provides notice as soon as practicable, but no later than ten days prior to implementation.
