SHORT DESCRIPTION: Implementation Details of NPRR1281 and NPRR1327 (Settlement-Related)

DAYS AFFECTED: October 29, 2026

LONG DESCRIPTION: On October 29, 2026, Protocol language associated with Nodal Protocol Revision Request (NPRR) 1281, Improvements to Alternate FFSS Resource Designation, and NPRR 1327, As-Built for NPRR1281, Improvements to Alternate FFSS Resource Designation, will be implemented. The first Operating Day to utilize the Settlement-related changes for NPRR1281 and NPRR1327 will be November 15, 2026.

NPRR1281 and NPRR1327 introduce the following Settlement-related changes to the Protocols:

  • Section 3.14.5, Firm Fuel Supply Service - Automates the determination of the availability data to be used for the FFSS Hourly Rolling Equivalent Availability Factor (FFSSHREAF) calculation using the Availability Plan for the primary or any approved alternate Generation Resource providing FFSS. Because of this automation, the Qualified Scheduling Entity (QSE) is no longer required to notify ERCOT via email when there is a change in which Generation Resource is acting as the primary.
  • Section 6.6.14.2, Firm Fuel Supply Service Hourly Standby Fee Payment and Fuel Replacement Cost Recovery - Clarifies how the High Sustained Limit (HSL) will be determined in the event of multiple Availability Plans submitted for the alternate Generation Resources.
  • Section 8.1.1.2.1.6, Firm Fuel Supply Service Resource Qualification, Testing, Decertification, and Recertification - Clarifies that a QSE that has alternate Generation Resources should only submit Availability Plans for the alternate when the QSE intends for that Resource to act as the primary.

ACTION REQUIRED: Impacted Market Participants should implement changes to their shadow Settlement systems to incorporate the Protocol revisions made by NPRR1281 and NPRR1327.

ADDITIONAL INFORMATION: In accordance with Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT provides notice as soon as practicable, but no later than ten days prior to implementation.
