SHORT DESCRIPTION: Implementation Details for ERCOT Contingency Reserve Service

LONG DESCRIPTION: On June 9, 2023, ERCOT will implement changes related to the ERCOT Contingency Reserve Service (ECRS).  The implementation of ECRS will complete work being done to implement Nodal Protocol Revision Request (NPRR) 863, Creation of ERCOT Contingency Reserve Service and Revisions to Responsive Reserve. Specifically, the following Nodal Protocol Revisions Requests (NPRRs), Nodal Operating Guide Revision Requests (NOGRRs) and Other Binding Document Revision Requests (OBDRRs) will be implemented as a part of this effort.

• NPRR863, Creation of ERCOT Contingency Reserve Services and Revisions to Responsive Reserve
• NPRR1015, Clarification of DAM implementation of NPRR863 Phase 2
• NPRR1085, Ensuring the Continuous Validity of Physical Responsive Capability (PRC) and Dispatch through Timely Changes to Resource Telemetry and Current Operating Plans (COPs)
• NPRR1148, Language Cleanup Related to ERCOT Contingency Reserve Service (ECRS) and OBDRR043
• NPRR992,  Updated Day-Ahead Liability for NPRR863, Creation of ERCOT Contingency Reserve Service and Revisions to Responsive Reserve
• NOGRR186, Alignment Changes for March 1, 2019 Nodal Operating Guide – NPRR863
• OBDRR043, Related to NPRR1148, Language Cleanup Related to ERCOT Contingency Reserve Service (ECRS)
• ODBRR044, Related to NPRR1085, Ensuring Continuous Validity of Physical Responsive Capability (PRC) and Dispatch through Timely Changes to Resource Telemetry and Current Operating Plans (COPs)

ERCOT hosted a workshop on April 3, 2023 to outline the implementation details related to ECRS.  Market Operations Test Environment (MOTE) testing in support of this implementation is currently in progress and weekly Market Readiness meetings are currently taking place every Tuesday at 10:00 am through to June 6, 2023.  The link to the next Weekly Market Readiness meeting is located here.

ACTION REQUIRED: QSEs that manage Resources are encouraged to participate in weekly ECRS Market Readiness calls and MOTE submission activities from April 20 - June 6, 2023.  A QSE that wishes to qualify Resources to provide ECRS may submit a request for qualification by contacting its respective ERCOT Account Manager.

ADDITIONAL INFORMATION: ECRS is planned to be implemented by June 8, 2023; Operating Day (OD) June 10, 2023 is expected to be the first day for which ECRS will be procured.
