SHORT DESCRIPTION: QSE Attestation of Readiness for Live Production Two-hour Test of RTC+B on September 11, 2025
INTENDED AUDIENCE: All Qualified Scheduling Entities (QSEs) with Resources
DAYS AFFECTED: September 11, 2025 for two hours between 10:00-13:00
LONG DESCRIPTION: This notice is to request that all QSEs with Resources respond to confirm their awareness of and readiness for supporting the live production two-hour closed-loop test of Real-Time Co-optimization Plus Batteries (RTC+B) planned for September 11, 2025. ERCOT requests that one of the following respond on behalf of the QSE: Authorized Representative, Back-up Authorized Representative , or RTC+B Accountable Executive.
Background: Since May 5, 2025, ERCOT has been working with QSEs to implement and test new telemetry and Market submissions into the RTC+B systems. This testing has progressed and culminates into a live "system-wide" production test to exercise the Real-Time Market and Load Frequency Control (LFC) dispatch test on September 11, 2025 for two hours. This production test will be based on QSE RTC+B telemetry, market submissions, and ability for Resources to follow ERCOT dispatch instructions from Security- Constrained Economic Dispatch (SCED) every five minutes and LFC every four seconds to manage the ERCOT dispatch and frequency.
On Friday, August 29, 2025, ERCOT management will make a go/no-go decision that will result in ERCOT releasing a Market Notice on August 29, 2025 to confirm the September 11, 2025 date for the live production closed-loop test.
Ahead of that confirmation and Market Notice, ERCOT is requiring a response to this notice from every QSE with Resources. Although ERCOT has been able to directly observe QSEs' system capabilities for RTC+B, ERCOT wants to confirm that your company will be staffed and prepared to support the September 11 testing, by which the QSEs plan to follow the prescribed activities in the RTC+B LFC Handbook in terms of:
- Control room operations;
- Accurate telemetry support, including support of any submissions affecting telemetry (e.g., Current Operating Plans);
- Resource control for Generation Resources, Load Resources, and Energy Storage Resources; and
- Market submissions in alignment with the prescribed offer requirements in the RTC+B LFC Handbook.
Your response is required to RTCB@ercot.com by close of business August 27, 2025 that your company is either:
- Ready to support the closed-loop LFC test on September 11, 2025; or
- Not ready to support the closed-loop LFC test on September 11, 2025.
ACTION REQUIRED: QSEs with Resources are required to respond to ERCOT via email by August 27, 2025 to confirm their awareness of and planned readiness for supporting the live production two-hour test of RTC+B on September 11, 2025.
