SHORT DESCRIPTION: Annual Demand Response Survey - Request for data concerning customer Demand Response capabilities

INTENDED AUDIENCE: Non Opt-In Entity (NOIE) Load Serving Entities (LSEs) / Transmission and Distribution Service Providers (TDSPs)

DAYS AFFECTED: August 15, 2026 (acknowledgment of participation requirement); September 1, 2026 (snapshot); October 31, 2026 (deadline for submitting files to ERCOT); November 7, 2026 (deadline for submitting corrections)

LONG DESCRIPTION: ERCOT Protocols Section 3.10.7.2.2, Annual Demand Response Report, requires certain entities to participate in the annual Demand Response Survey. This applies to Non Opt-In Entity (NOIE) Load Serving Entities (LSEs) and Transmission and/or Distribution Service Providers (TDSPs) that registered a Summer 2025 15-minute interval peak demand of at least 100 MW.

ERCOT Protocols Section 22, Attachment S, titled 'Demand Response Data Definitions and Technical Specifications' is posted on ERCOT's Current Protocols webpage and provides details on the participation requirements.

For the 2026 reporting year, ERCOT will notify the Authorized Representative of each NOIE LSE and TDSP by e-mail by August 1, 2026 whether they have a reporting requirement.

If the Authorized Representatives for the NOIE TDSP and NOIE LSE are different, those two individuals must coordinate to determine which entity is responsible for administering the Demand Response programs in the NOIE TDSP region, and the NOIE TDSP and NOIE LSE must designate that individual as responsible for submitting the required survey data.

ACTION REQUIRED:

1. By August 15, 2026, the designated Authorized Representative for each NOIE notified as having a reporting requirement must send an email to DRSurvey@ercot.com confirming whether the NOIE has customers participating in one or more programs that correspond to the categories in the "Demand Response Data Definitions and Technical Specifications" (ERCOT Protocols Section 22, Attachment S), and providing all information required by Protocols Section 3.10.7.2.2(4). If the NOIE has no such customers or programs, the email must state that instead.
2. By October 31, 2026, each NOIE required to submit data for the 2026 survey must send participation/deployment event files to ERCOT. The survey responses should reflect participation by customers participating in those programs on the snapshot of September 1, 2026. Note: Each NOIE should submit data in the format described in the 'Demand Response Data Definitions and Technical Specifications' (ERCOT Protocols Section 22, Attachment S) via the ERCOT-designated Secure Share method.
3. By November 7, 2026, each NOIE required to submit data for the 2026 survey must resolve any data validation issues identified by ERCOT, and submit corrected files to ERCOT.
