M-C050124-02 Additional Instructions for submitting plans to implement software, firmware, controls, protection, and parameter changes to improve IBRs, Type 1 and 2 WGR’s frequency/voltage ride-through performance

SHORT DESCRIPTION: Additional Instructions for submitting plans to implement software, firmware, controls, protection system and parameter changes to improve Inverter-Based Resources (IBRs), Type 1 Wind-powered Generation Resources (WGRs) and Type 2 WGRs frequency and voltage ride-through performance.

INTENDED AUDIENCE: Resource Entities (REs) with Inverter-Based Resources (IBRs) and non-IBR WGRs

LONG DESCRIPTION: The North American Electric Reliability Corporation (NERC) has recommended that IBRs and non-IBR WGRs maximize frequency and voltage ride-through performance. Due to the current, critical reliability risk imposed by ride-through failures and ERCOT’s awareness from Original Equipment Manufacturers of available protection systems, software, firmware, controls, and other similar parameterization improvements to maximize frequency and voltage ride-through capability up to equipment capability, ERCOT has previously requested (Market Notice M-C050124-01) that all Resource Entities with IBRs or non-IBR WGRs implement all protection system, software, firmware, controls, and other similar parameter improvements without delay and ensure all facility systems are coordinated to maximize ride-through capability.

ERCOT will send a DocuSign envelope to all REs with IBRs and non-IBR WGRs requesting RE plans and schedule for implementing such improvements for each IBR and non-IBR WGR. Regardless of the DocuSign submission, any proposed improvements aimed at maximizing frequency and voltage ride-through capability up to equipment capability must go through the review process described in Sections 5.2 and 5.5 of the ERCOT Planning Guide prior to implementation in the field (those requirements became effective May 1, 2024).

ACTION REQUIRED: All REs with IBRs or WGRs (excluding Distribution Generation Resources (DGR), Distribution Energy Storage Resources (DESR), or Settlement Only Distribution Generators (SODG)) in the Network Operations Model (including those that have not reached commercial operations) report, by August 1, 2024, their plans for implementing protection system, software, firmware, parameter, and controls changes to maximize frequency ride-through and voltage ride-through capability up to equipment capability and a schedule for implementing those changes . ERCOT will send a DocuSign envelope to all REs with IBRs and non-IBR WGRs to provide the plans and schedules.  

ADDITIONAL INFORMATION: Public Utility Commission of Texas Electric Substantive Rules §§ 25.503(f)(8) and (10) require Market Participants to timely comply with ERCOT requests for information and "provide accurate and factual information and...not submit false or misleading information, or omit material information, in any communication with ERCOT." ERCOT will provide a summary of the IBRs/WGRs implementing the improvements (and schedules) to the ERCOT Board in a future meeting.
