M-B102326-01 Market Participants (MPs) using shared email addresses for Authorized Representatives (ARs) and Backup ARs must submit a Notice of Change of Information (NCI) before NPRR1302 is implemented.

NOTICE DATE: October 23, 2026

NOTICE TYPE: M-B102326-01 NPRR

SHORT DESCRIPTION: Market Participants (MPs) using shared email addresses for Authorized Representatives (ARs) and Backup ARs must submit a Notice of Change of Information (NCI) before NPRR1302 is implemented

INTENDED AUDIENCE: All Market Participants

DAYS AFFECTED: In advance of NPRR1302 and MPSP implementation; specific dates to be announced, currently anticipated in early 2027.

LONG DESCRIPTION: On July 9, 2026, the Public Utility Commission of Texas (PUCT) approved NPRR1302, Addition of a Market Participant Service Portal within the Market Information System (MIS) Certified Area and Revision of Forms. NPRR1302 introduces a new Market Participant Service Portal (MPSP) that includes replacement of email-based form submissions and manual processes with online submission by Market Participants through the MPSP. Secure access to the MPSP will use an Identity and Access Management system that uses individual e-mail addresses for authentication and authorization of users.   NPRR1302 requires that the email address of ARs and Backup ARs belong to individuals. The requirement becomes effective upon implementation of the MPSP.

Under NPRR1302, ARs and Backup ARs will use the MPSP to submit certain forms, such as the Notice of Change of Information (NCI) form, and receive Notices from ERCOT. Individual email addresses will serve as the key to authentication and authorization in the MPSP for all users including ARs and Backup ARs.

Once NPRR1302 is effective, an AR or Backup AR will submit the NCI through the MPSP rather than by email, and the NCI will no longer be accepted outside the MPSP unless ERCOT instructs otherwise in writing. Because MPSP access depends on a unique, individual email address, ARs and Backup ARs registered with shared email addresses will be unable to access the MPSP to receive Notices or submit Protocol-required forms, and will not be in compliance with the Protocols as revised by NPRR1302.

Because a shared distribution list or group inbox cannot serve as an individual identity for authentication, ARs and Backup ARs currently registered with a shared email address (such as a distribution list or group inboxes) as their primary contact email must submit an NCI (Section 23, Form E) to update their primary contact email to a unique, individual email address. Both the AR's and the Backup AR's primary email must belong to an individual, not a shared or group mailbox.

Where a MP needs coverage when its AR is unavailable, continuity is provided by designating a Backup AR, who may perform the functions of the AR and sign forms requiring an AR signature, rather than by using a shared distribution list.

ARs that want to use a shared mailbox or distribution list to receive Notices will have the option of adding that capability when NPRR1302 and the MPSP are implemented. The MPSP will include a revised NCI (Section 23, Form E) that provides an optional AR Secondary Email field, which may be a shared mailbox used to receive general communications and Notices for informational purposes only. If the AR Secondary Email address is a shared mailbox, no actions or submissions may originate from this Email address; it is not permitted to be used to access the MPSP and is separate from the AR's primary, individual identity email. This optional secondary field is available for the ARs only; there is no corresponding shared-mailbox field for the Backup AR.

Updating AR and Backup AR records to unique, individual email addresses in advance of MPSP implementation supports a smoother transition. ARs and Backup ARs who continue to rely on a shared email address will not be permitted to access the MPSP once it is implemented. MPs whose ARs and Backup ARs already use unique, individual email addresses do not need to take any action in response to this notice.

ACTION REQUIRED:

  • Identify any AR or Backup AR contact records that currently use a shared email address (such as a distribution list or group inbox) as the primary email.

  • Submit an NCI (Section 23, Form E) through ERCOT's current process to update each affected AR and Backup AR to a unique, individual email address.

  • Ensure each primary AR and Backup AR email belongs to that individual; shared, placeholder, or role-based email addresses should not be used as the identity email.

  • If a shared mailbox or distribution list is still needed for Notices, it may be submitted via the MPSP as the optional AR Secondary Email once the MPSP and NPRR1302 are implemented (AR only; informational use only).

This action is required for ARs and Backup ARs that will use the MPSP once it is implemented. Completing it early is recommended to help reduce the risk of access disruption during the transition.

ADDITIONAL INFORMATION: NPRR1302 moves the submission of Section 23, Form E (Notice of Change of Information) and Section 23, Form S (Reporting and Attestation Regarding Purchase of Critical Electric Grid Equipment and Services from a Lone Star Infrastructure Protection Act (LSIPA) Designated Company or Country) into the MPSP, and retains these forms in the Protocols so that MPs can preview the information they will be prompted to enter into the portal. ERCOT will continue to engage MPs through additional notices as the MPSP project progresses. Additional details, including implementation dates, will be communicated as they become available.
