SHORT DESCRIPTION: Large Load Prerequisites for the Quarterly Stability Assessment with a Prerequisite Deadline of August 1, 2026

LONG DESCRIPTION: As a follow-up to Market Notice M-B062326-01, Implementation of the Batch Zero Process (PGRR145/NPRR1325), and M-B062326-02, Batch Zero Follow-Up for WLPUN/BYOG, ERCOT clarifies the sequencing between the Batch Zero Process timeline in paragraph (2)(a) of Planning Guide Section 9.3.1 and the deadlines established in paragraphs (2) and (5)(a)(ii) of Planning Guide Section 5.3.5 for a Large Load to qualify for the August 1, 2026 Quarterly Stability Assessment (QSA). These provisions are part of PGRR145 and will be effective beginning on July 11, 2026.
An Interconnecting Large Load Entity (ILLE) seeking to energize a Large Load in January, February, or March 2027 must satisfy all Section 5.3.5 prerequisites by August 1, 2026, notwithstanding that ERCOT will not issue Batch Zero classifications, which determine satisfaction of the Section 9.2.1.1(1) prerequisite, until August 7, 2026. This Market Notice addresses how ERCOT will treat this timing difference.
In accordance with Planning Guide Section 5.3.5(2), a Large Load must be included in the August 1, 2026 QSA to be eligible for Initial Energization in January, February, or March 2027. To be included, the Large Load must meet the prerequisites set forth in Planning Guide Section 5.3.5. One of those prerequisites set forth in Planning Guide Section 5.3.5(5)(a)(ii) requires a Large Load to qualify for inclusion in the Batch Zero Process through paragraph (1) of Section 9.2.1.1, Eligibility Criteria for Inclusion of a Large Load as Base Load not Subject to Additional Study in the Batch Zero Process.
In accordance with Section 9.3.1(2)(a), ERCOT will not notify each Interconnecting Distribution Service Provider (DSP) and Interconnecting Transmission Service Provider (TSP) of each Large Load's classification in the Batch Zero Process until on or before August 7, 2026. Therefore, an ILLE will not receive confirmation of its Large Load's eligibility until after the August 1, 2026 prerequisite deadline has passed.
Upon issuance of the Batch Zero classification notice, ERCOT will confirm whether each such Large Load meets the base load eligibility criteria of Section 9.2.1.1(1) and will make its final determination as to whether the Large Load has satisfied all applicable prerequisites and qualifies for inclusion in the August 1, 2026 QSA. Only Large Loads confirmed as meeting the base load eligibility criteria of Section 9.2.1.1(1) through the Batch Zero Process will be included in that QSA.
ACTION REQUIRED: Interconnecting DSPs and Interconnecting TSPs representing planned Large Loads that intend to be included in the Quarterly Stability Assessment with a prerequisite deadline of August 1, 2026 must ensure that all prerequisites are satisfied in accordance with the deadlines specified in Planning Guide Section 5.3.5. Large Loads that do not meet the prerequisites by that date will not be considered for inclusion in the August 1, 2026 Quarterly Stability Assessment.
