M-B060225-01 Request to verify Critical Load attestation in RIOO for each Load Resource

SHORT DESCRIPTION:  Request to verify Critical Load attestation in RIOO for each Load Resource

INTENDED AUDIENCE:  Resource Entities representing Load Resources

DAYS AFFECTED:  April 24, 2025, and June 20, 2025

LONG DESCRIPTION:  When registering a new Load Resource in the Resource Integration and Ongoing Operations Interconnection Services application (RIOO - IS), the Resource Entity is required to select the appropriate condition related to its Critical Load status per ERCOT Protocol Section 3.6.1(7). If the Load is designated as a Critical Load, it can't be registered as a Load Resource. On April 24, 2025, the Critical Load attestation data field was added to RIOO - Resource Services (RIOO - RS) to allow the Resource Entity to view the current Critical Load condition for each of its active Load Resources and to change that selection through a RIOO change request, if needed.    

For each active Load Resource, ERCOT has populated the data field in RIOO - RS with the last condition submitted by the Resource Entity. Please view the condition populated on the "Attestation Regarding Critical Load Status" data panel and verify that it is correct for each Load Resource. Updates to the Critical Load attestations can be submitted through a RIOO change request. Note that if condition 4 is selected, the user will be required to enter a stop date for that Load Resource, because it is not eligible to continue to operate as a Load Resource.  

ACTION REQUIRED:  Please complete this request no later than Friday, June 20, 2025. The attestation condition is not included in the ERCOT Network Model, so if no Load Resources are being stopped, any needed RIOO change requests do not need to follow the standard timeline. The user can coordinate a Production Load Date (PLD) with the ERCOT Demand Integration team or request a PLD that is two Business Days after the RIOO submission is completed. However, if the submission includes a Load Resource that must be stopped because it is determined to be a Critical Load, the RIOO submission must follow the standard 30+ day timeline.
