SHORT DESCRIPTION: Alternative implementation of NPRR1253, Incorporate ESR Charging Load Information into ICCP

LONG DESCRIPTION: NPRR1253, Incorporate ESR Charging Load Information into ICCP, improves data transparency related to calculations for 4-Coincident Peak (4-CP) intervals that are impacted by Energy Storage Resource (ESR) charging and introduces new telemetry and reporting requirements for total system-wide levels of ESR charging.  During the stakeholder discussions of NPRR1253, ERCOT staff emphasized that they could timely implement the telemetry requirements but staffing resource constraints, due to Real-Time Co-optimization (RTC) efforts, would prevent them from implementing the reporting requirements by Summer 2025. ERCOT identified an alternative implementation method for the reporting requirement which will provide an Application Programming Interface (API) for publicly accessing the ESR charging load and agreed to deliver as soon as possible. 

Implementation of the additional ESR charging telemetry point was delivered on March 27, 2025 and telemetry point details are provided in updates to the ICCP Handbook Version 3.23 posted at https://www.ercot.com/services/mdt/userguides.  However, the alternative implementation method for the ESR charging reporting requirements does not fully meet the NPRR1253 Protocol requirement in terms of being an API versus an actual report posting on ERCOT's website and also does not meet the reporting frequency requirement that requires the posting of ESR data with every execution of Security-Constrained Economic Dispatch (SCED).  The alternative API reporting method refreshes every five minutes with 4-seconds samples available in the last 5 minutes interval.  As such, NPRR1253 will provide public access to the necessary data via the API, but will remain grey-boxed until all reporting requirements can be fully met. The planned delivery date for this API access to ESR charging data is May 29, 2025.
