DAYS AFFECTED: March 15, 2026

LONG DESCRIPTION: On January 1, 2026, the Commission adopted amendments to 16 Tex. Admin. Code (TAC) 25.53, Electric Service Emergency Operations Plans, that requires each electric utility, transmission and distribution utility, power generation company, municipally owned utility, retail electric provider, and electric cooperative (entity) to file with the Commission an emergency operations plan and related documents.

Amendments

The amended rule requires each entity that submits an Emergency Operations Plan (EOP) to comply with an executive summary template, include a comprehensive list of generation assets in its executive summaries, file flood annexes for transmission and distribution facilities and generation resources, file annexes in their entirety, and comprehensively re-file its EOP every three years. The amended rule additionally clarifies how an EOP should be made available to commission staff and makes other minor changes.

Filing Date

The 2026 EOP must be filed in the calendar year 2026, no later than March 15.

ACTION REQUIRED: Pursuant to 16 Texas Administrative Code 25.53 each electric utility, transmission and distribution utility, power generation company, retail electric provider, municipally owned utility, electric cooperative must make a filing with the PUCT in Docket 53385 and a submission to ERCOT in the calendar year 2026 by March 15, 2026.
