SHORT DESCRIPTION: ERCOT RFI for Load Forecast Information Regarding Medium and Large Loads
INTENDED AUDIENCE: Transmission and/or Distribution Service Providers (TDSPs)

LONG DESCRIPTION: ERCOT is issuing a request for information (RFI) to each Transmission and/or Distribution Service Provider (TDSP) in the ERCOT Region to collect information about future medium and large loads and expansions of existing large loads for purpose of developing load forecasts used in ERCOT's transmission planning studies, resource adequacy assessments, and other studies, including the 2026 ERCOT Regional Transmission Plan (RTP), and ERCOT's Capacity, Demand and Reserves Reports. ERCOT will email the RFI to TDSPs by the end of the day today. The email will include the RFI spreadsheet and instructions for completing the response. RFI responses are due by the end of the day April 1, 2026.
The RFI seeks information on large load customers in accordance with the 2026 RTP Compliance Plan filed by ERCOT in PUC Project No. 58480 on January 22, 2026. The 2026 RTP Compliance Plan is required by subsection (g) of the PUC's new rule governing large load forecasting, 16 Tex. Admin. Code Section 25.370, which was approved at the PUC's February 6, 2026 open meeting. The submission of large load information is subject to the conditions described in the 2026 RTP Compliance Plan, which are also reflected in 16 TAC Section 25.370(g). ERCOT has also described these conditions in the RFI. As required by the 2026 RTP Compliance Plan, RFI responses for large load information must be accompanied by a notarized attestation from the TDSP attesting that the load meets the conditions described in the 2026 RTP Compliance Plan.
The RFI also separately seeks information on medium-sized loads (i.e., 25 or more MW but less than 75 MW) that may not otherwise be included in ERCOT's load forecasts but would qualify as "Substantiated Load" under the definition of that term in Section 2.1 of the ERCOT Protocols. Medium-sized loads are not required to meet the criteria specified in paragraph 3 of the 2026 RTP Compliance Plan, and the notarized attestation for large loads that must be submitted with the RFI response also does not apply to these loads.
ACTION REQUIRED: TDSPs must submit responses to the RFI by end of day April 1, 2026, along with the required notarized attestation.
