SHORT DESCRIPTION: Request for comments in response to November 21st Cost of New Entry (CONE) Workshop

LONG DESCRIPTION: As a follow-up to the November 21, 2025 Cost of New Entry (CONE) Workshop, ERCOT is requesting that workshop participants and other interested stakeholders submit comments to provide feedback in response to the presentation topics and associated discussion. Specific feedback of interest includes any comments on the need for a CONE update to be used as part of the 2026 reliability assessment and, if so, recommendations on the CONE update methodology, such as the selection and specification of reference technologies, handling of supply chain constraints, the plant revenue levelization approach, and leveraging findings from The Brattle Group's 2025 PJM CONE study.

ERCOT is requesting that comments be submitted by close of business on Monday, January 5, 2026. The workshop agenda and presentation materials are available on the workshop meeting page. Comments should be submitted to pete.warnken@ercot.com.

These stakeholder comments will inform ERCOT's development of a CONE update proposal to be submitted to the Public Utility Commission of Texas in January 2026 for consideration.
