SHORT DESCRIPTION: Implementation Details of NPRR1231

INTENDED AUDIENCE: All Market Participants

DAYS AFFECTED: November 15, 2024

LONG DESCRIPTION: On November 15, 2024, Protocol language associated with Nodal Protocol Revision Request (NPRR) 1231, FFSS Program Communication Improvements and Additional Clarifications, will be implemented.

NPRR1231 introduces the following Settlement-related changes to the Protocols:

  • Section 3.14.5, Firm Fuel Supply Service – Modifies the procedure for the fuel restocking process. Establishes the use of the email address FFSS@ercot.com for Qualified Scheduling Entities (QSEs) to request approval to restock fuel reserve, to notify ERCOT in the case that a Firm Fuel Supply Service Resource (FFSSR) will be replaced by an approved alternate Generation Resource, and to notify ERCOT when the primary Resource is once again the FFSSR. Extends the deadline for the ERCOT- required FFSS deployment report to the Technical Advisory Committee (TAC) from 30 to 45 days.
  • Section 6.6.14.2, Firm Fuel Supply Service Hourly Standby Fee Payment and Fuel Replacement Cost Recovery –  Clarifies when a Resource is considered available for Settlement purposes.
  • Section 8.1.1.2.1.6, Firm Fuel Supply Service Resource Qualification, Testing, Decertification, and Recertification – Clarifies that the decertification of an FFSSR can occur due to actions throughout the entire FFSS obligation period and removes duplicative language for the disqualification of an FFSSR.

ACTION REQUIRED: Impacted Market Participants should implement changes to their shadow Settlement systems to incorporate the Protocol revisions made by NPRR1231. Impacted Market Participants must begin use of the email address FFSS@ercot.com for Firm Fuel Supply Service-related communications.

ADDITIONAL INFORMATION:  Pursuant to Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
