SHORT DESCRIPTION: PUC Approval of Good Cause Exceptions Relating To Batch Zero Process
INTENDED AUDIENCE: Interconnecting Large Load Entities, Transmission and/or Distribution Service Providers, and all other Market Participants

LONG DESCRIPTION: On August 10, 2026, ERCOT filed with the Public Utility Commission of Texas (PUCT) in Project No. 59142 requests for good cause exceptions to allow it to deviate from near-term deadlines and requirements in ERCOT Planning Guide Section 9 related to the Batch Zero Process. Specifically, ERCOT requested that the PUCT:
- excuse ERCOT from the August 7, 2026 deadline in ERCOT Planning Guide Section 9.3.1(2)(a) to classify Large Loads in Batch Zero;
- allow ERCOT to include in the August 1 and November 1, 2026 quarterly stability assessments under Planning Guide Section 5.3.5(5)(a)(ii) those Large Loads that ERCOT conditionally classifies as base load before final classification; and
- permit ERCOT to notify Interconnecting Large Load Entities (ILLEs) of deficiencies in their dynamic data after the August 7, 2026 deadline in Planning Guide Section 9.2.2(3)(a) and to give these ILLEs the same 24-day cure period afforded to ILLEs that were notified by August 7, 2026.
The PUCT issued an order granting ERCOT's requests on August 20, 2026.
ERCOT intends to notify Interconnecting Distribution Service Providers or Interconnecting Transmission Service Providers of each Large Load's conditional classification by August 31, 2026. The conditional classification will initiate the dispute and reconciliation process set forth in Planning Guide Section 9.3.1(2)(a)(i)-(iii).
