SHORT DESCRIPTION: Reminder to Submit Declarations of Weather Preparedness via the new Weatherization Customer Service Management System

INTENDED AUDIENCE: Authorized Representatives, Backup Authorized Representatives, User Security Administrators (USAs), and others involved in complying with Title 16, Part 2, Chapter 25, Subchapter C, Rule § 25.55 of the Texas Administrative Code (TAC) for Resource Entities with Generation Resources or Energy Storage Resources and Transmission Service Providers.

LONG DESCRIPTION: ERCOT has developed a Weatherization Customer Service Management (wCSM) module on a new “ERCOT Weatherization and Inspection Market Participant Portal” (W&I Portal) for submitting Declarations of Weather Preparedness (DoWPs) for Summer 2024. Market Participants (MPs) required to submit DoWPs must do so between May 1, 2024 and June 1, 2024. 

ACTION REQUIRED: MPs must log into the W&I Portal and submit the DoWP prior to the June 1 deadline set forth in 16 TAC § 25.55(c)(3)(B) .  ERCOT urges MPs to ensure their User Security Administrator (USA) issues the appropriate digital certificates, credentials and role assignments, after which they can log in to the W&I Portal to submit the DoWP.

A MP's USA will coordinate access to the W&I Portal by assigning a digital certificate and the SN_M_W_MGR_ECEII role to each MP employee performing any portion of the DoWP submission process (including Appendix A, Attachment K, Supplement to Attachment K) .

In addition to the personnel preparing and submitting the DoWP, MP personnel who will provide information in response to ERCOT Notices of Inspection (NOIs) must have the MGR role on their digital certificate.

For personnel assigned read-only privileges, the USA should assign the SN_M_W_VIEW_ECEII role for W&I Portal access. Please note that a MP employee should not request a read-only role in addition to the SN_M_W_MGR_ECEII role because the read-only role will prevent the ability to complete the required documents.

ADDITIONAL INFORMATION: The ERCOT Weatherization Team will host two virtual training sessions on the new W&I Portal on May 20, 2024 from 11:00 a.m. to 12:00 p.m. (Here) and May 28, 2024 from 1:00 p.m. to 2:00 p.m. (Here).

This training will include an overview of W&I Portal access, DoWP submissions, Notice of Inspection (NOI) interaction, and communications with ERCOT.
