SHORT DESCRIPTION: NPRR 1164 Black Start and Isochronous Control Capable Identification Update
INTENDED AUDIENCE: All Resource Entities (RE)

LONG DESCRIPTION: The ERCOT ISO is requesting information related to NPRR1164 implementation. NPRR1164 Black Start and Isochronous Control Capable Identification requires identification of Black Start Capable Resource and Isochronous Control Capable Resource.
Nodal Protocol Section 3.14.2:
(16) Each Resource Entity shall identify in its Resources Registration data if its Resource is a Black Start Capable Resource and an Isochronous Control Capable Resource.
ERCOT strives to have correct information in the model and is requesting all Resource Entities to review each Resource’s capability and submit necessary updates through RSCR in RIOO-RS.
For any Black Start Capable Resource or Isochronous Control Capable Resource, please fill in the provided excel with the ERCOT operations acronym substation name, unit name, whether the unit is capable and the status of this unit in the ERCOT model. The definition for a Black Start Capable Resource and an Isochronous Control Capable Resource can be found in NPRR1164 and the ERCOT Nodal Protocol Section 2 Definitions and Acronyms.
Black Start Capable Resource
A physical Resource that can start without support of the ERCOT Transmission Grid and that a Resource Entity believes can meet the Black Start capability tests in Section 8.1.1.2.1.5, System Black Start Capability Qualification and Testing, excluding the 72-hour Back-up Fuel requirement in paragraph (1)(g).
Isochronous Control Capable Resource
A Resource that is capable of controlling frequency in isochronous control mode instead of droop control mode during a Blackout or Partial Blackout.
ACTION REQUIRED: Complete excel template with relevant unit information and email to rfi@ercot.com by May 9, 2025 5:00 PM. For any units not correctly reflected in the model, please submit necessary updates through a RSCR in RIOO-RS.
ADDITIONAL INFORMATION: If no units in your system match these criteria, please email rfi@ercot.com with the subject “No Black Start Capable and Isochronous Control Capable Resources” with the QSE short name in the body of the email.
