ACTION REQUIRED: The Weatherization Invoice Payments are due to ERCOT no later than March 2, 2026.
ADDITIONAL INFORMATION: According to the ERCOT Fee Schedule, Resource Entities (REs) shall pay fees to ERCOT for costs related to weatherization inspections conducted pursuant to 16 Texas Administrative Code (TAC) 25.55. ERCOT charges REs an inspection fee based on RE MW Capacity/Aggregate MW Capacity. Accordingly, ERCOT must determine the aggregate MW capacity of all Resources covered by TAC 25.55.
Under 25.55(a)(2), "[a] new . . . resource scheduled to begin commercial operations during the summer season or winter season . . . must meet the requirements of this section prior to . . . the commissioning date established in the ERCOT interconnection process for generation resources . . . ." Historically, ERCOT included many different types of Resources in determining the aggregate MW capacity, including federally-owned Resources, Settlement Only Generators (SOGs), and mothballed generation. ERCOT's methodology centered on when a Resource was synchronized to the grid, based on the fact those Resources inject power onto the grid, affect grid reliability, and receive payments for energy. As a result of subsequent internal analysis and discussions, ERCOT determined it should include only Resources meeting the third (and final) step of the last stage of the Resource Integration process (i.e., when a Resource reaches its Resource Commissioning Date or "RCD") and remove federally-owned Resources and SOGs. Accordingly, ERCOT has revised its procedures to calculate fees and send invoices to appropriate Resources.
For invoices issued using the previous calculation methodology, ERCOT will issue correction amounts as an additional invoice item on regular semi-annual Weatherization Inspection Invoices for H2 2025, which will be posted to the MIS Certified Area on January 30, 2026.
As a result of the new methodology, impacted entities may be issued credits, refunds, or extra charges. Entities with a balance due should remit payment to ERCOT no later than March 2, 2026 by ACH or wire following the remittance instructions included on each invoice. Access to the Weatherization Invoices folder of the MIS Certified Area requires a RE digital certificate enabled with the "PGC_EXTRACTS" permissions.
