The PUCT has assigned ERCOT the responsibility for sample design and sample point selection, but the rulemaking is silent on determination of sample accuracy criteria. Since the sample accuracy criteria drives the sample sizes and sample sizes affect profile accuracy which ultimately affects settlement and sample sizes affect TDSP costs and workloads, should the sample sizes be agreed to by the market to assure proper cost/benefit tradeoff, rather than by ERCOT alone? 2. Has the desired statistical sample accuracy been adequately defined? Load Profiling Guide specifies 90+-10, but on what? Monthly peak hour, top x% of hours, all hours? Should sample accuracy be allowed to vary by profile? If residential profiles represent 40% of settled energy, should they be more accurate than the BUSNODEMAND profiles that represent < 5% of settled energy? 3. Does the ERCOT proposed timeline of 03/31 completion of sample analysis and 4/30 completion of sample point selection provide adequate time for needed review and discussion? How is the analysis dealing with the migrations of customers between load profiles? 4. Does the proposed timeline (sample size determination in April, 9/30 Stakeholder process completion) allow adequate time for TDSPs to add resources, if needed to process and maintain additional sample data? 5. Does the 9/30/06 stakeholder process completion mean samples are to be installed by that date? If so, what happened to the 6 month timelines we were previously operating under?
