Brief Explanation (This will be copied into the description in the Change Control Summary Spreadsheet):

To change “Final” to “Initial” in the 867_04 gray notes (REF original transaction ID).

The wording should be changed from “Required on Final Usage, otherwise not used” to “Required on Initial Usage when triggered by an 814_03 that is received by a utility in regard to a move-in or switch.”

Reason for Request (Explain why this change is needed. For business or technical purposes?):

The request is made to clarify the existing business process – current information in the Notes Graybox in the implementation guide is incorrect / confusing.

Detail Explanation  (Exactly what change is required? To which TX SET Standards? Why?):

The original transaction reference is needed to complete the correct business process when multiple business processes are occurring for an ESI ID.  When a move out and a move in are both pending, this trace number is necessary to match the 867 correctly for all cases.  REF~TN value is the original transaction reference number (BGN02) from the Move In, Move Out, Switch, or Drop to POLR transactions initiating this to be a final or start read.  This value should come from the TDSP to ERCOT and will be forwarded by ERCOT to the CR.  The source of this value will be the BGN06 of the 814_03 or 814_24 sent from ERCOT to the TDSP.
