New Generation Resources - Steps to Register
This section offers the steps that a new generation resource must take to integrate successfully with the ERCOT system. "Generation resource" refers to resources interconnected to the ERCOT transmission grid and typically greater than 10 MW. If generation does not meet this criteria, it is considered "distributive generation." (Read Distributed Generation for more information.)
A key event to plan for is the first operating day when the synchronous connection between ERCOT and the generator's QSE representative goes live. This date represents when the QSE becomes operationally responsible and financially liable for responding to ERCOT operational instructions, according to protocol.
The resource entity (RE) is encouraged to work with its QSE and ERCOT to coordinate planning the first operating day. A change in the operations system is required to establish the operational relationship between QSE and generation resource in ERCOT's energy management system. The RE and QSE are asked to consider the Operational System Change Schedule when establishing this date.
New generators will need to complete these steps:
- Complete planning requirements and the generation interconnect agreement with the transmission service provider. Refer to the Generation Interconnection Request Procedure (.doc).
- Submit the Resource Entity Registration Form (.doc) to ERCOT. The generator must designate a qualified scheduling entity (QSE).
- Submit the Generation Resource Asset Registration Forms (.zip) to ERCOT.
- Submit Generation Data Forms for network modeling to ERCOT. (Forms are available in the Generation section of the website.)
- Complete the design and installation of an ERCOT-polled settlement meter. Refer to the Settlement Metering Operating Guide.
- Establish a data link with the QSE. Refer to the ERCOT Operating Guide, Section 8: Operational Metering and Communication.
- Designate a registered load serving entity (LSE) to serve the generation facility during "net load" conditions. ERCOT and the host transmission/distribution service provider will coordinate in creating the electric service identifier (ESI) ID upon receiving the Generation Resource Asset Registration Form.
The generation resource's QSE representative must perform the following:
- Submit the Qualified Scheduling Entity Acknowledgement (.doc) to verify to ERCOT that it is representing the generation resource.
- Using the checklist in ERCOT's New Generator Synchronization Procedure (.doc), the QSE must complete required testing for new generating unit start-up in the QSE's market and control systems, and ERCOT's operation and marketing systems.
- Coordinate the first operating day with the RE and ERCOT account manager. (Refer to the Operational System Change Schedule.)
- Submit the completed checklist and the statement of readiness to the ERCOT account manager. The checklist must be submitted at least seven days before the initial synchronization of the new generating unit.
