Balancing Up Load
A Balancing Up Load (BUL) is a demand-side resource that contracts with a qualified scheduling entity (QSE) to submit formal offers to ERCOT to reduce its electricity use in order to balance up load (associated with the balancing energy market). A BUL is paid only when it decreases its load in response to a specific instruction from ERCOT. A load wishing to participate as a BUL simply has to register its electric service identifier (ESI ID) through its QSE.
