M-A021021-05 NPRR902, ERCOT Critical Energy Infrastructure Information - New Information on Digital Certificate Role Assignment

NOTICE DATE: May 24, 2021

NOTICE TYPE: M-A021021-05 General

SHORT DESCRIPTION: NPRR902, ERCOT Critical Energy Infrastructure Information – New Information on Digital Certificate Role Assignment

INTENDED AUDIENCE: Transmission Service Provider (TSP) User Security Administrators (USAs) and Digital Certificate Holders

DAYS AFFECTED: June 1, 2021

LONG DESCRIPTION: On June 1, 2021, Protocol language associated with Nodal Protocol Revision Request (NPRR) 902, ERCOT Critical Energy Infrastructure Information, will be implemented. Following implementation, Certificate Holders will no longer have access to ERCOT Critical Energy Infrastructure Information (ECEII) posted to the Market Information System (MIS) Secure or Certified Area without a Digital Certificate with the appropriate new ECEII role. In prior Market Notices, it was explained that a new role, ICE_M_VIEW_ECEII, had been created for ECEII access on the MIS. During implementation, ERCOT identified the need to create a second new role, NMMS_M_IMM_ECEII, specifically for Transmission Service Provider (TSP) Certificate Holders that access Network Model Management System (NMMS) postings via Citrix. Partial implementation of NPRR902 to make this role available for TSP User Security Administrators (USAs) to assign to their Digital Certificates will occur as part of 2021 Release 3 (May 25 - May 27, 2021).

ACTION REQUIRED:  For impacted TSPs, in order to ensure continued NMMS access to ECEII for Certificate Holders that need this information, USAs should assign the NMMS_M_IMM_ECEII role to their Digital Certificates following Release 3 implementation and prior to June 1, 2021.

In addition, for all Market Participants including TSPs, to ensure continued MIS access to ECEII for Certificate Holders that need this information, USAs should assign the ICE_M_VIEW_ECEII role to their Digital Certificates prior to June 1, 2021.  MPIM role installation details can be found in the attached document.

A preliminary list of MIS Certified and Secure Area postings that have been classified as ECEII is attached to this Market Notice.
