SHORT DESCRIPTION: Update: Public Utility Commission Emergency Orders Affecting ERCOT Market Prices

LONG DESCRIPTION:  On February 17, 2021, ERCOT is implementing a change to its implementation of the Public Utility Commission of Texas's Order of February 15, 2021.  This change in implementation is to better “ensure that firm load that is being shed in EEA3 is accounted for in ERCOT’s scarcity pricing signals.”

In the previous implementation, an adjustment was being made to the Generation To Be Dispatched equal to the cumulative MW ERCOT had directed for Load shed during each Security-Constrained Economic Dispatch (SCED) interval.  To make use of existing system functionality and strictly for purposes of the Real-Time Reliability Deployment Price Adder process, this cumulative MW value was entered in as a Real-Time Block Load Transfer import (RTBLTIMPORT).  With this implementation, there is some probability that real-time energy pricing outcomes may not reflect the outcomes intended by the order while firm Load shed is still being instructed. 

Effective with today’s 8:50 PM SCED interval, this implementation has been changed to use a static value as the Generation To Be Dispatched adjustment for time periods in which ERCOT is instructing firm Load shed.  This static value will be set to 20,000 MW.  Once ERCOT is no longer instructing firm Load shed, the adjustment will be set to 0, as it would be in the previous implementation.  The process is continuing to utilize the existing RTBLTIMPORT component of the Real-Time Reliability Deployment Price Adder process and the adjustment will continue to be reflected in any associated Market-facing reporting.  It should be noted that the adjustment and report value will not directly reflect the current amount of instructed firm Load shed until such time that that instruction is zero.
