SHORT DESCRIPTION: Reminder- Notice Regarding ERCOT DGR or DESR ride-through exemption requests
INTENDED AUDIENCE: Any Resource Entity with a Distribution Generation Resource (DGR) or Distribution Energy Storage Resource (DESR) utilizing inverter-based generation

LONG DESCRIPTION: The ERCOT Board of Directors recently approved Nodal Operating Guide Revision Request 212, which establishes a number of technical requirements for Distribution Generation Resources (DGR) and Distribution Energy Storage Resources (DESRs), including frequency ride-through and voltage ride-through requirements. NOGRR 212 also allows for limited grandfathering of certain inverter-based DGRs and DESRs from these requirements depending on the Resource's date of Initial Synchronization. Specifically, any Resource Entity with an inverter-based DGR or DESR that is not capable of complying with the frequency ride-through requirements in paragraph (2) of Operating Guide Section 184.108.40.206 and that achieved Initial Synchronization before April 1, 2020 may submit a request for grandfathering from those requirements. Additionally, any Resource Entity with an inverter-based DGR or DESR that is not capable of complying with the voltage ride-through requirements in paragraph (3) of Operating Guide Section 2.9.2 and that achieved Initial Synchronization before August 1, 2020 may submit a request for grandfathering from those requirements. In accordance with the requirements of these grandfathering provisions, any Resource Entity that wishes to request grandfathering from the DGR/DESR frequency ride-through or voltage ride-through requirements must submit such a request by the deadline of November 2, 2020. Any such request must include documentation that demonstrates the DGR’s or DESR’s voltage or frequency ride-through capability, as applicable. To allow sufficient time to address any possible deficiencies in documentation, ERCOT strongly encourages submission of the required documentation well in advance of the November 2, 2020 deadline.
If, after reviewing the request and documentation, ERCOT determines the DGR or DESR is not capable of complying with the requirements, ERCOT will notify the Resource Entity that the DGR or DESR is exempt from those requirements to that extent. In such a case, the Resource will still be required to comply with those requirements to the greatest degree possible within its capability, as determined in writing by ERCOT.
ACTION REQUIRED: Any Resource Entity wishing to submit a request for exemption must submit its request and supporting documentation to MPRegistration@ercot.com by November 2, 2020. Earlier submissions are encouraged.
