SHORT DESCRIPTION:  Implementation Details of NPRR821

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  July 1, 2019

LONG DESCRIPTION:  On July 1, 2019, Protocol language related to Nodal Protocol Revision Request (NPRR) 821, Elimination of the CRR Deration Process for Resource Node to Hub or Load Zone CRRs, will be implemented.

NPRR821 modifies Settlement processes as follows:

• Day-Ahead Obligation Payment/Charge (DAOBLAMT) – PTP Obligations that sink at a Load Zone or Hub will not be reduced due to directional network elements that are oversold in previous CRR Auctions.
• Day-Ahead Option Payment (DAOPTAMT) – PTP Options that sink at a Load Zone or Hub will not be reduced due to Transmission Elements that are oversold in previous CRR auctions.
• Day-Ahead Obligation with Refund Payment/Charge (DAOBLRAMT) – PTP Obligations with Refunds will not be further reduced due to Transmission Elements that are oversold in previous CRR Auctions. The following Settlement output calculations will no longer be produced.
• Day-Ahead Obligation with Refund Target Payment (DAOBLRTP).
• Day-Ahead Obligation with Refund Derated Amount (DAOBLRDA).
• Day-Ahead Option with Refund Payment (DAOPTRAMT) – PTP Options with Refunds will not be further reduced due to Transmission Elements that are oversold in previous CRR Auctions. The following Settlement output calculations will no longer be produced.
• Day-Ahead Option with Refund Target Payment (DAOPTRTP)
• Day-Ahead Option with Refund Hedge Value (DAOPTRHV) and
• Day-Ahead Option with Refund Derated Amount (DAOPTRDA).

ACTION REQUIRED:  Affected Market Particpants should implement changes to shadow Settlement systems to accomodate NPRR821 prior to July 1, 2019.

ADDITIONAL INFORMATION:  Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
