SHORT DESCRIPTION: Market-facing changes to correct CRR MUI defects

LONG DESCRIPTION: On May 6, 2019, ERCOT will implement market-facing changes to correct known defects in the Congestion Revenue Right (CRR) Market User Interface (MUI). The defects being corrected are:

Common Existing CRRs file is updated every night, but should only be updated when there is a change to any CRR (does not affect Private Existing CRRs) |

When this file (Private_ExistingCRR.CSV) is opened with Excel, all of the variable names have a space before the variable name except "CRR_ID" and "Source." |
| Download>Common>Results tab |
In the Common_AuctionBidsAndOffers download file, 24 hour bids are split into 3 TOU bids, instead of showing a single 24-hour TOU bid. The file should show only one entry for a 24-Hour bid and show the TOU as "24-Hour." |
