SHORT DESCRIPTION:  CRR changes associated with NPRR833

INTENDED AUDIENCE:  CRR Account Holders and Counter-Parties

DAY AFFECTED:  May 6, 2019

LONG DESCRIPTION:  On May 6, 2019, ERCOT will implement a change to the Congestion Revenue Right (CRR) application associated with Nodal Protocol Revision Request (NPRR) 833, Modify PTP Obligation Bid Clearing Change.

With this change, the CRR clearing engine will be aligned with the Day-Ahead Market (DAM) clearing engine to address the situation where a contingency disconnects a Settlement Point. Instead of ignoring the MWs in contingency analysis if a CRR sources or sinks at the disconnected point, the CRR clearing engine will “pick up” those MWs and distribute them proportionately to Resource Nodes associated with Automatic Generation Control (AGC)-capable Generation Resources. Also, the pickup Shift Factor for Settlement Points disconnected under contingency will be used when calculating prices, rather than assuming a zero Shift Factor for the Settlement Point that is disconnected.
