Notice of Entergy Proposed Transition to Competition

PUBLIC NOTICE OF PROPOSED TRANSITION TO COMPETITION PLAN

Notice is given to the public of the filing with the Public Utility Commission of Texas (Commission) of a transition to competition plan by Entergy Gulf States, Inc. on December 29, 2006. 

Docket Style and Number: Entergy Gulf State Inc.’s Transition to Competition Plan.  Docket No. 33687.

Summary of Plan: In accordance with Public Utility Regulatory Act (PURA) § 39.452(g), Entergy Gulf States, Inc. filed a transition to competition plan with the Commission on December 29, 2006.  The proposed plan provides for a series of stages of activities by which EGSI would pursue full customer choice by joining the Electric Reliability Council of Texas (“ERCOT”).  Joining ERCOT would require construction of facilities to interconnect synchronously with ERCOT and to disconnect from the Eastern Interconnection.  Asynchronous ties between ERCOT and the Eastern Interconnection would be constructed and used to provide service between the two regions under the plan.  EGSI’s plan includes a number of milestones that must be addressed before EGSI begins construction of facilities needed to join ERCOT and includes provisions to cease efforts toward customer choice if those milestones are not reached in a timely manner.  The milestones include, among other things, issuance of declaratory relief from the Federal Energy Regulatory Commission regarding jurisdictional issues and legislative and regulatory assurances of timely cost recovery for the costs of interconnecting with ERCOT and disconnecting synchronous ties with the Eastern Interconnection.  If all milestones are reached, EGSI Texas service territory could commence full customer choice as early as January 2013.

The Electric Reliability Council of Texas (ERCOT) manages the flow of electric power to 21 million Texas customers – representing 85 percent of the state’s electric load and 75 percent of the Texas land area. As the independent system operator for the region, ERCOT schedules power on an electric grid that connects 38,000 miles of transmission lines and more than 550 generation units. ERCOT also manages financial settlement for the competitive wholesale bulk-power market and administers customer switching for 6 million Texans in competitive choice areas. ERCOT is a membership-based 501(c)(4) nonprofit corporation, governed by a board of directors and subject to oversight by the Public Utility Commission of Texas and the Texas Legislature. ERCOT's members include consumers, cooperatives, independent generators, independent power marketers, retail electric providers, investor-owned electric utilities (transmission and distribution providers), and municipal-owned electric utilities.
