Description:	In an effort to promote system reliability for the Retail Market by significantly reducing ERCOT System Outages, a technical resolution is needed. To ensure the technical recommendations in this SCR sufficiently accomplish the intention, ERCOT IT should produced a full evaluation of ERCOT systems, and a full evaluation of internal processes associated with those systems such that Retail Market Participants will be able to select the best cost-based solution able to reduce and/or eliminate ERCOT system outages.
