Description:	This Protocol Revision Request (PRR) adds the entirety of the RPG Charter and Procedures (Charter) document, as it was recently approved by the ERCOT Board, to the Protocols.
Reason:	The reason for this PRR is to allow the established document control and revision processes used for the Protocols, including approval of changes by the ERCOT Board, to be used for the provisions included in the Charter. Since the Charter language was recently approved by the ERCOT Board, it is not intended that any changes to the language (especially substantive changes) would be made as a result of this PRR – with the exception of the editorial changes necessary to conform to the language to the format of the Protocols. If substantive changes are desired, those changes can be made through subsequent PRRs (which is the point of putting the Charter into the Protocols).
