| Description: |
This Protocol Revision Request (PRR) clarifies language regarding the requirement for Resource Entities to input a 12-month rolling schedule for Outages in the Outage Scheduler application.
|
| Reason: |
The requirement to submit 12-month Planned Outage schedules for Resources is ambiguous about when and how the Outage information should be submitted.
The passage in Section 8.1.3.2 dealing with Resources’ Outages states, in pertinent part, “Resource Entities must provide ERCOT a written Planned Outage and Maintenance Outage program for the next twelve (12) months, in an ERCOT provided format updated for a rolling twelve (12) month period.” This would seem to indicate that some form or letter format specified by ERCOT would be used to submit the information. When ERCOT Outage Coordination personnel were contacted for clarification, they stated that the Outage Scheduler Graphic User Interface (GUI) on the Texas Market Link (TML) is the location for Resource Entities to submit their Outage schedules to fulfill this requirement, not a written format to be provided by ERCOT.
