Description:	This Protocol Revision Request (PRR) updates Section 21 to more effectively align with the current stakeholder process. Changes were made to bring consistency between the PRR, System Change Control (SCR), and Nodal Protocol Revision Request (NPRR) processes, where applicable; remove arbitrary or conflicting timelines; clarify commenting process; expand on a revision request being deemed rejected to include email voting for the Technical Advisory Committee (TAC); and include administrative changes and clean up.
