Description:	This Protocol Revision Request (PRR) mandates ERCOT CEO approval before NPRRs may be posted to the Market Information System (MIS). This PRR also mandates ERCOT CEO approval for System Change Requests (SCRs) that impact system functionality for the Nodal market. This PRR also allows an appeal mechanism for the submitter of the NPRR or SCR if the ERCOT CEO’s decision is to reject the NPRR or SCR.
