Description:	This Protocol Revision Request (PRR) adds language to Section 6.10.5.3 which clearly defines if and when a violation of the Protocols occurs for failure to comply with performance standards. The proposed language adds clarity to Section 6.10.5.3 that is found in other Protocol Sections associated with Qualified Scheduling Entity (QSE) performance metrics.
Reason:	The current language in the Protocols does not specify when a violation actually occurs. It was the original intent of PRR525, SCE Performance and Monitoring, and subsequent QSE performance standards to enact sanctions on QSEs failing to meet monthly performance standards and that a violation of the Protocols is reserved for a QSE’s continued failure to comply or if non-compliance to the performance standards appears to have extreme reliability consequences. Language in Section 6.10.5.3 needs to be expanded to encompass exactly when a violation of the ERCOT Protocols occurs.
