Description:	This Protocol Revision Request (PRR) requires that a Wind-powered Generation Resource (WGR) Low Sustainable Limit (LSL) to be set at 10% of the name plate rating of the WGR.
Reason:	This PRR is the result of a task assigned by Wholesale Market Subcommittee (WMS) to the Qualified Scheduling Entity (QSE) Manager Working Group (QMWG) on April 16, 2008. Presently WGRs may set their LSL equal to their High Sustainable Limit (HSL). This creates control problems for ERCOT because it limits ERCOT’s ability to down balance these resources via zonal balancing instructions. To reduce generation in the West Zone, ERCOT has to give these resources an Out of Merit Energy (OOME) down instruction. This PRR will require that the wind-only QSEs submit the minimum mandatory Balancing Energy service down bid in accordance with section 4.10.7, Down Bid & Obligation Measure.
