Description:	This Protocol Revision Request (PRR) proposes a requirement for Wind-powered Generation Resources (WGRs) to limit the ramp rate to 10% per minute of On-line installed capability.
Reason:	The intent of this PRR is to maintain system reliability as it allows ERCOT to avoid frequency spikes due to the WGRs ability to ramp up or ramp down almost instantaneously.
