Description:	Clarifies Qualified Scheduling Entities (QSEs) scheduling generation Resources will receive Out of Merit Energy (OOME) Down to zero (0) Verbal Dispatch Instructions (VDIs) when a Transmission Facility Forced Outage trips a generation unit offline.
Reason:	Performance of Transmission Service Provider equipment is beyond the control of Resource owners. This PRR closes an identified gap and completes the intent of the Protocols by affording a QSE scheduling Generation Resources an OOME Down to zero (0) instruction due to a Forced Outages of Transmission Facilities. This is comparable to existing treatment in the Protocols for QSEs scheduling Planned Outages and QSEs affected by Special Protection Scheme (SPS) actuation.
