Clarifies Qualified Scheduling Entities (QSEs) scheduling generation Resources will receive Out of Merit Energy (OOME) Down to zero (0) Verbal Dispatch Instructions (VDIs) when a Transmission Facility Forced Outage trips a generation unit offline.

Performance of Transmission Service Provider equipment is beyond the control of Resource owners. This PRR closes an identified gap and completes the intent of the Protocols by affording a QSE scheduling Generation Resources an OOME Down to zero (0) instruction due to a Forced Outages of Transmission Facilities. This is comparable to existing treatment in the Protocols for QSEs scheduling Planned Outages and QSEs affected by Special Protection Scheme (SPS) actuation.
