Description:	This PRR modifies Out Of Merit Energy (OOME) and Local Balancing Energy (LBE) payment formulas for Early Deliver System (EDS) 3 R6.3 Load Frequency Control (LFC) (Total System) test. It also contains “clean up” items to correct terminology and capitalize terms that ought to be capitalized.
Reason:	EDS 3 R6.3 LFC Test is the total system test for Security Constrained Economic Dispatch (SCED). This test verifies that Qualified Scheduling Entities (QSEs) can follow ERCOT control requests for Generation Resources receiving Base Points, Updated Desired Generation and LFC Regulation. This PRR details how ERCOT will perform Settlements during these testing periods.
