Description:	This proposal revises that calculation to include administrative price adjustments under certain conditions. By modifying the calculation of MCPE in Section 6.9.5.1, all other Protocol reference to MCPE should be correct without further modification. Note that acceptance of this revision request negates the need for revisions to Protocols as passed under PRR650.
Reason:	QSE Managers Working Group believes that this proposed revision to the ERCOT Protocols, coupled with proposed changes to the ERCOT Operating Guides addressing Responsive Reserve Obligation, will benefit the market by allowing market forces to correctly set market prices before ERCOT command and control action is necessary for reliability purposes.
