This PRR modifies the Local Congestion Replacement Reserve Service (RPRS) payment methodology to be identical to that of the Out-of-Merit Capacity (OOMC) payment methodology, as described in Section 6.8.2 .2, Capacity and Minimum Energy Payments. This PRR also includes a “Max” function in the equation of startup payments in case there is a delay in the implementation of PRR676, RPRS Solution with Nodal RUC-Type Procurement and Cost Allocation.

The revision ensures that the settlement of Resources that provide Local Congestion RPRS include a “claw-back” provision in the calculation of the Start-Up payment and for any excess funds paid to the Qualified Scheduling Entity (QSE) representing the Resource if the unit remains online three hours after the end of the instruction period.
