Description:	This PRR revises provisions for the Emergency and Virtual Qualified Scheduling Entity (QSE) to allow them to provide for Resource Entities and Load Serving Entities (LSEs) in the event that their QSE defaults. This PRR also removes the Default QSE concept, including all references to a Default QSE.
Reason:	Adaptation of the Emergency and Virtual QSE provisions provides an alternative way to address the needs of Resource Entities and LSEs in the event that their QSE defaults, thereby eliminating the need for a Default QSE.
