Description:	This PRR adds nodal implementation surcharges as a verifiable cost for resources called on for reliability purposes. The changes proposed in this PRR are contingent on the passage of PRR688, ERCOT Nodal Implementation Surcharge.
Reason:	The Protocol revisions proposed herein allow a resource owner an opportunity to recover the nodal implementation surcharge if and when the resource owner submits verifiable cost information for any of the following reliability services: OOMC, OOME, Zonal OOME, Local Congestion Replacement Reserve and RMR.
