Description:	Revise the transaction timings in Section 15 for retail processes in order to comply with PUCT Project 29637 and Mass Customer Transition Requirements. Create a new defined term in Section 15, �??Retail Business Hour�??.
Reason:	Existing timing requirements in Section 15 of Protocols do not support shorter timing requirements for transactions related to customer processes as a result of the PUCT Terms & Conditions rulemaking. Provide ERCOT with the ability to expedite the processing of transactions based on market prioritization.
