Description:	Modify the Settlement Interval Distribution Loss Factor (SILF) to better represent the non-linear relationship between the loss factor and Settlement Interval ERCOT System Load (SIEL).
Reason:	The current Distribution Loss Factor (DLF) formula assumes a straight line relationship between DLF and ERCOT system load, which results in mis-estimation of distribution losses in settlement. The proposed formula is non-linear and will better represent distribution losses.
