Description:	This PRR proposes revisions to Section 16.1 and; creates a new Section 16.1.1, to establish requirements for Entities who wish to re-enter the ERCOT Market as a qualified Market Participant.
Reason:	Currently, there are no criteria to allow a Market Participant that has had its agreement with ERCOT terminated or has dropped all of its Customers to POLR to re-enter the ERCOT Market as a qualified Market Participant.
