Description:	This PRR would allow QSEs to request Verbal Dispatch Instructions when being undeployed from OOME instructions that would exceed the QSEs ramp rate.
Reason:	PRR 476 was approved by TAC, but delayed pending a feasible system solution. That PRR would require ERCOT to adhere to ramp rates when QSEs are deployed for local congestion. This PRR would implement a portion of the original PRR by allowing the QSE to undeploy from OOM instructions correctly honoring ramp limits.
